OTBI report on Purchasing subject area triggers additional license

We rolled out a OTL customization that includes DFFs related to subcontractor Purchase Orders. This information is currently available as DFFs in "Purchase Order Distribution Detail". An OTBI report was rolled out to the users that tracks Subcontractor POs and the quantity and funds remaining on the PO. This requires a 'PO Inquiry' and 'AP Inquiry' permission for all the PFM users in order to run this report. Both these permissions trigger licensing. Is there a way to enable OTBI reporting of these DFFS without triggering licensing?
