Can Power Users/ Users add projects in the Projects Planning module in Oracle EPM cloud?

Summary:

We are using the "Add Project" functionality in the Project Planning module. This option is available only for "Admin" users and that makes sense as the project will be added as a dimension member. We have a client requirement where power users and users should be able to create projects.

Is there a workaround to achieve this functionality?
