APIs to Create a User in Salesforce and sync it to CPQ without using Salesforce VF page

We are trying to automate user creation process in Salesforce however we're facing an issue to sync those users created to CPQ.
We are using screen flows in salesforce to gather user input and when user clicks on submit, a record is created in the SF user object. Following a successful user creation, the user's details are used to create a record in the "cafsl__Oracle_User__c" object. We are able to view values in the embedded VF page on the user settings page and the cafsl__Oracle_User__c object, indicating that the record creation process was successful.
