How to add fields under Sections using business rules

Hi ,

I am trying to get vacation eligibility fields under Personal details page > Biographical section using business rules in VBS. In responsive page for Personal details we had those fields but under redwood pages we would like to have the same fields under Biographical section. Any suggestions will help.
