Goals related OTBI report-Location dependency

Summary:

Hi,

I have created OTBI report for performance goals , for the people who don't have location , in my report it is showing goals are not created even though they are having goals.

When i add to the location to the employee , then that person is reflecting in my report as goal created.

Can anyone please help me on this case.
