No shapes are available for this image.

When trying to create a compute instance, for any image selected, I receive the error "No shapes are available for this image. Check your tenancy service limits or capacity to ensure required resources are available. Alternatively, select a new image or availability domain to see if shapes are available for that image." Couldn't create a single resource during the free trial, attempting it again a few months later. Not seeing any way to change tenancy and there are no existing resources that could be contributing against the limit.
