Position Synchronization create a record for no attributes update

Summary:

We understand that the position synchronisation happens only when the position sync checkbox is enabled and when one or more of the position attributes are not in sync with that of the assignment. However, in certain cases, the system seems to enter a position sync row even if there are no changes. Case in point is 10XXXX. The person was hired on 25 Sep 2023. The position sync seems to have been entered for the same effective date and the system states that the manager and measures have changed.
