Intrastat reporting with one inventory organization and multiple secondary legal reporting unit?

We have multiple reporting units but just one inventory organization. How can we create the Intrastat reporting? The message we get, when we create the Collect Intrastat Transactions is " The inventory organization is associated with more than one secondary legal reporting units. You must associate at least one inventory organization with the legal reporting unit." So it seems that the standard is not working.

Do we have to create an OTBI report or what are the other options?
