VBS / Create New Project: Base Application Human Capital Management not available

I am following instructions to create a new project in VBS. Instructions state on the Project Properties page, select Human Capital Management under Base Application.

When i search for Human Capital Management , I do not receive any results. Only human-resources (from Oracle Hcm centralcomponents….) appears.

Are Human Capital Management and human-resources (from Oracle Hcm centralcomponents) the same ??
