Can Actions be made available or hidden based on country of the user ?

Summary:

Once navigated to any standard actions within Employee Self Service there's a When and Why section where we put another Action.
And we can choose Actions from a list of values on that field. Can certain options of the LoV be made unavailable for a certain country ?
