How do we change the time zone of the OCI Service Announcement Emails?

When I get emails for service announcements, like the latest 24B, and likewise any refresh announcements, I'm receiving them in Coordinated Universal Time. All my settings are for GMT-7:00 Mountain Time (US & Canada). Of my team, I'm the only one getting the incorrect time zone. How do I, or my administrator, change it please?
