How can I have a nested for-each group inside rtf report?

If I add a for-each group outside another for-each group the bi publisher report bad behaves for the inner loop, not displaying anything inside of it.

I need a way to make a nested loop.

In my example there is a loop for every goal in the table. It works fine but when I add the outer for-each in blue on the top left it displays nothing.
