HTTP Monitor in Health Checks for OIC is failing after OIC3 Upgrading

Summary:

We have an HTTP Monitor in OCI Health Check to monitor availability of our OIC instances. The OIC URL is set as the Target host.

oic-<pod>-<region>.integration.ocp.oraclecloud.com

This has been working before in GEN2 but after our OIC3 update, the target URL is now always returning as Unavailable with status code 403 on the health checks.

Tried updating the Target with the new OIC3 runtime URL but same error is still encountered.

oic-<pod>-<region>.integration.ap-sydney-1.ocp.oraclecloud.com

We have confirmed as well that we have full access and necessary permissions in OCI.
