We have on-hand quantity but no available to transact quantity

Hi Team,
We are facing issues from long.
Any suggestions are appreciated.

We are having Total of quantity 3 but available to transact and Available to reserve is 0.
But there are no reservations against to the item, we check in reservation and checks task also.
when we check in Item supply and demand , we have quantity 3 and available quantity 0.
How should we get to see the quantity?
We are unable to do miss issue or account alias issue also.
