HCM data loader error when uploading the learning record

Summary:


When trying to upload Mutiple learning records to a single person i am getting the following. "An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-retrieveLearningItemId()::LearningRecord EffectiveStartDate and EffectiveEndDate are not in between LearningItem EffectiveStartDate and EffectiveEndDate: STRINGMANAGER: Key: retrieveLearningItemId()::LearningRecord EffectiveStartDate and EffectiveEndDate are not in between LearningItem EffectiveStartDate and EffectiveEndDate not found in bundle oracle.apps.hcm.lea"

I have attached the hdl file and also the screenshot of the starting dates of the courses
