Project Budget becoming 'Locked'

Summary:

We seem to have an issue with a certain number of Projects were the Budget will become 'Locked'

Please could anyone advise how a budget can become 'Locked' without a user actually pressing the 'Lock' action? The user that manages these budgets also does not have access to the 'Unlock' action.

Is access to the 'Unlock' action part of a Fusion Role or does the budget/project need to be in certain state for it to be 'Unlocked'?
