Dropship without order management

Hi Gurus,

Our client does not have Order management license and would want to make use of Procurement to send deliver to location information as customer location. Is there a way we can start using the shipment to customer location without order manager GOP license. They do these order very rarely so they don't want an one off thing than buying license for order management.
