Specialization Assignment Conflict Rules

Summary:

Attempting to re-assign a completed specialization to a Learner. The option to create a new assignment appears inaccessible in the Advanced Rules. Is there a way to enable "create a new assignment" within the Advance Rules of a specialization assignment?
