How can I set transportation provider preferences for a specific itinerary in OTM?

Is there an OTM functionality that allows you to establish a certain preference for a specific transportation provider for a specific itinerary?

The idea is that a service provider is prioritized and in the event that this provider does not have the capacity to execute the shipment, the bulk plan determines the best provider for the shipment.
