Custom alert for withdrawal reason not getting triggered

Hi,

We have created a custom alert to trigger to learner when assignment is withdrawn by Learning specialist for a particular reason.

Below is the criteria which we have used:

Alert is getting completed successfully but it is not showing any count and not getting triggered to any user.
