User gets error "There are no offerings available at this time. Check back later."

We have a situation where users are getting the error message "There are no offerings available at this time. Check back later." However, there is a single self-paced offering that is not end dated and has no special access parameters. The only thing that makes these courses special is that they have a larger number of activities - 10 activities for one and 16 for another course. Courses with only a single activity or two activities work fine. We only see a problem with this larger numbers of activities. The user security is not an issue as all other
