one time deliver to address at Purchase Order level

There is a requirement that we enable one-time deliver to address at the Purchase Order level directly. Currently oracle provide the one-time address for PR to PO flow and not for standalone PO creation (manual PO creation). Is there a way we can achieve? if not a standard functionality can this be achieved by any workaround?
