Microsoft Outlook & Learning integration is not respecting BPM settings

Summary: We are just beginning to test our Microsoft Outlook integration for Learning and I'm observing that the integration is sending calendar invites to both Learners and Instructors despite our BPM settings being set to in-app mode. Ideally the integration would look to BPM settings to either not send a notification, or, if configured to send to a testing email address, generate all calendar notifications to the testing email address instead.

I couldn't find a similar posting on this so am creating this one. If anyone has suggestions, please let me know. Did anyone dummy out emails for all/most users and that resolved your issue? Is there an alternate setting we've missed? For now, I've disabled the integration and we'll have to carefully test with a tiny user group it if there isn't a good alternative available.
