Fixed Price line type Purchase Order is getting receipt hold when set up as 3 way match option

Summary:

We two different purchase line type Goods and Fixed price. both purchase order have 3 way match level to order.

When we creating invoice matching purchase order both both line type, PO with line type goods is working as expected. Which mean, if there is no receipt, invoice is going on a system receipt hold.

However, even the fixed price line type has been selected as 3 way ( as business want requestor to confirm receipt with my receipt option before invoice can be paid), invoice is not getting receipt hold and invoice is allowed to get paid. I need to check if the receipt tolerance is set 100% as line is getting closed for receipt and that is causing this issue.
