BPM Task NotifyFinancialPlanApproved

Currently the BPM Task NotifyFinancialPlanApproved is sending the notification to Project Manager for both Budget and Forecast Approvals. We have a requirement to send this notification only to Forecast approval.

if we enable Ignore Participant , the notification is stopped for both Budget and Forecast. So we tried to define a rule under this Task , However the same is not getting saved and we end up with different issues.

Please advise if we are missing anything here and advise if the requirement can be met by any means? Please advise
