Redwood Change Assignment allowing BU to be changed after making read only

Summary:

While testing the Redwood Change Assignment workflow I noticed that after I made the Business Unit field read-only on the When & Why and assignment sections, the field is still editable on the When & Why page. We do not want employees changing the BU on this workflow. If I change the value on When & Why, it carries over to the assignment page. This should not occur if the field is read-only.

Expected behavior: BU field should be read-only after setting to read-only for the applicable sections.
