Time Entry Rule - Date Parameter to Value Set not working

We have a requirement to validate remote work agreements and to get this information - I need to compare dates. When I use the tcStartTime and pass it as a parameter to my Value Set - no data is returned. If I remove the dates, then the row is returned. I've researched and others are saying the code below should work. I've also looked at delivered fast formula and they have the same format as I do below, but it is not working. I've also tried to run it without the to_date on the value
