How to allow Receipt of Segment Value but not Place Requisition

Summary:

Client has requirement to enforce Cost Center security. This restricts users from using Cost Centers outside of their department. Although, Central Office would like to be able to place orders using the central office Cost Center and have delivered and received by individual schools across the county. When placing the Requisition they would put a School Site Requester on the Requisition. This flows to the Purchase Order, but when they try to receive they can't since they don't have security to the Cost Center. Central Office doesn't want to have to process the receipt for
