In Next Generation Supplier Registration (NGSR), how do I make the 'Taxpayer ID' field required only for Country = 'United States' on Company Details screen?

As shown in the attached, for the NGSR 'SupplierRegistration' layout, I copied the 'Default' Business Rule to create the new Extension Rule 'Require Taxpayer ID for US Companies'. I then set a Condition on that Rule where, if the Country contains 'United States', make the 'Taxpayer ID' field required. If the Country does not contain 'United States', then I would expect the 'Default' Business Rule to apply and the 'Taxpayer ID' field would be optional.
