Redwood: How to default requirements that default IDs when IDs are unique across environments?

Question: In Redwood, how do we handle defaulting requirements that default IDs (i.e. Salary Basis) when the IDs may be different across Environments? Additionally, VBS is only available in one environment so there is no way to fix the defaulting value in other environments.
