Alert Composer Notifications and P2T

I searched Customer Connect for similar issues and found one where it was noted that Alert Composer schedules are cleared during a P2T, but that has not been our recent experience. It appears that alerts are pre-generated and stored in the table HRC_ALERT_RUN_RECIPIENTS_DATA with production email addresses in the column RECIPIENT_EXPR_VAL. These production email addresses are not masked by the Oracle masking process, so some new joiners got duplicate email alerts from both production and our stage POD, which understandably caused some confusion.
