Can People Other Than the Project Manager Get Edit Access to the Project Plan?

Summary:

Our projects have multiple PMs (we only have one person listed for current usage in Project Financials), and it seems like only the user who is assigned the PM role per project can view and edit the project plan.

Can we grant this access through adding someone as a 'Project Team Member', or potentially add a second PM?
