Restrict Learning Specialist to see only Learning Requests

Summary: Is it possible to Restrict the transactions can be waved in Transaction Console, because Learning Specialist wants to restrict the transactions only to the Learning Transactions.
The user wants only to see learning Requests, not be able to see the Other transactions and the transactions only in View Mode, not be able to modify transactions.
Is it possible to restrict that way or not?
