Saving inputs in form on dashboard doesn't trigger the on-save rules?

Summary:

I am starting to look into utilizing dashboards to have an input form and then a reporting "form" in one page for our users. The input form has an on-save rule that runs without issue when I just go to Data and open the form, but I have found that when I input data and save on the dashboard version, the rules don't run. Is it necessary to add the rules to run on save on BOTH the form and the dashboard? Why isn't the rule triggering when I save inputs to the form on the dashboard?
