New Item Strucutre Creation needs CCO

Hello all,

I have defined the change order validation rule for an Item Structure, Whenever I am updating an item structure or its component and doing a save, The CCO is triggering.

But When I create a new Item Structure for an Item, it's not going for a Change Order. Below is the Rule I am using:

changed([Structure].[Structure Attributes].[Structure Name])

Am I not using the correct syntax for the Primary IF Expression or need any correction in the above rule? Please help.
