CTO Model Cost Roll Up Using Actual Costing Method

Summary:

We have a requirement for Configure to Order Product that when the user selects the options on the sales order, a new CTO model is generated and at the same time we require to populate the cost of the finished product.
We have Actual costing enabled and what we understand is without processing any transaction of the product, we cannot roll up the cost. By using Standard costing we may achieve it but not by Actual cost.

We want to confirm the same and if it is other way round, how can it be achieved?
