Hide 'Resignation Info' for ESS, but not for MSS

We are currently trying to have the 'Enter Resignation Info' section only visible and available for MSS and not for ESS, but it is not working for us.
After making some changes in Design Studio, we were able to hide it from Employees. However, when the manager receives the resignation notification and clicks on it, they also don't see that section (we would want managers to have the section visible). Any thoughts on how to achieve this?
