Is it possible to avoid creating a user account Contingent Employees

Hi Experts,

Is there any possibility to avoid creating a user account upon hiring of contingent employees. We have setup to create the user name based on the person number in the initial setup. However, for contingent employees customer needs to avoid this to happen. If this cannot be achieved during the initial hiring, is it possible to delete those accounts via an ESS job.
