Multiple assignment in one LDG should have same absence plan for all Assignments

Hi Folks,
We have a requirement to have absence plan eligible for multiple Legal employers on one or more assignments, the challenge here is when a new work relationship is created for the eligible legal employer then system should not create a new plan assignment, but it should accrue the amount as per the updated FTE combing both assignments. For FTE calculation we can certainly create a Fast formula but how to stop enrolling the absence plan on newly created assignment.
If anyone has done anything of this sort please share the ideas.
