Delete this Record Action - Defaulted to Visible

Delete this record is an available action on the Job Details Page and is defaulted to visible via Page Composer in HCM Production. Confirmed via SR #3-36555979741 that Delete is not an option for action type for the Job Details Page. Removed all configurations on the Page and the Delete this Record action type remained. Opened SR 3-36795871841, participated in an OWC and was told to ask via Cloud Customer Connect if anyone has any further detail on why this action is now available and defaulted to visible. I've attached screenshots showing - the action on the Page, the configured actions that don't include the type JOB, and the warning once you apply the action.
