Change Personal Information Workflow Approval

Hi, can someone please help with below:

Requirement is: In change personal information approval:

First Name and Last Name changes should be approved by Representative - HRBP and then an FYI should be Triggered to an Approval Group
Address Changes should be approved by Approval Group

Whenever it goes for approval to Representative or Approval Group, One person should be able to claim and act on the approval

All other conditions like Middle name change, phone change, demographic change etc should be auto-approved.

We have set the approval in the following way:

First Stage: we set a SERIAL approval with conditions for name change and address change to send FYI to worker (this is just a work around for first stage)
