Multiple School Districts and Multiple Cities per Geocode

Summary: When trying to build an OTBI Data Model for Tax Withholding, we are finding multiple cities in a Geocode (HZ_GEOGRAPHIES, HZ_GEOGRAPHY_IDENTIFIERS), and multiple school districts in a Geocode (PAY_AMER_GEOGRAPHIES)

How do I filter to the City or the School District as shown in the Calculation Cards > Tax Withholding screen?

Some of the sample queries that I have seen floating around are just taking the first rownum, but that has been pulling a different city or school district than that shown in the application

What other filters besides the geocode string should I be using to filter to the correct row.
