Can we make the date of birth entry optional for an emergency contact?

Summary:

When we hire someone under the Brazil or Chile legal employers, it is mandatory to enter a date of birth for the emergency contact as standard.

We would like to remove this requirement and have this as an optional field to populate, not mandatory. Is this possible?
