What is 'Update All Matching Records' in Import from Salesforce app?

I'd like to know what this feature is.

In my opinion, I thought it meant 'Only the contacts that exist in Eloqua are updated', but even if I check, the contacts that do not exist in Eloqua are newly created and imported.

So what is this function?

And is there a way to realize the function I want, 'Import only contacts that exist in Eloqua (not create contacts that do not exist in Eloqua)?
