How Planning Factor in Item Structure FBDI impact the planned orders

Our clients are in food industry and wastage is quite a norm for them. They predict, for some components atleast 20% will go to waste. Hence to avoid shortages they want to order 20% extra for some of those items. We tried using COMPONENT_YIELD_FACTOR in BOM however it seems supply planning only considers yeild factor below 1 so we cannot over purshase using that.
