visibility providers learing hcm

hello everyone.

I have two users, learning specialists with different data roles, who see providers.
only when they make changes, user A sees only the new changes, user B sees all the new changes.
the problem arises because both should see the changes made and duplication is created.
does anyone have any suggestions?
