Project Time ELA approval - rejected/resubmitted time card goes to all approvers

Employees create weekly timecards with multiple projects, and each line of submitted hours must be approved by the project manager responsible for that project. For this, we're using ELA (ProjectTimeCardApprovalELA). When an employee submits a timecard with two projects and the first manager approves while the second manager rejects it, currently both managers must reapprove the timecard after the employee makes changes and resubmits.

We need a workflow where only the modified hours require approval, so in this case, only the second manager would need to approve the timecard.
