Supplier Contact User Account Request Failed

Users are receiving the notifications with the Subject Line as "Supplier Contact User Account Request Failed"

We followed the below mentioned workaround, suggested by Oracle.
For disable e-mails for this task:"UserAccountReqFailureFyi" follow these steps:
1. Sign on as Administrator user
2. Go to task: Manage Task Configurations for Procurement to exit to BPM Worklist > Task
3. Search for task: "UserAccountReqFailureFyi"
4. Select the task
5. Select the Notifications tab
There should be a row where task status is Assign
To disable e-mails for this task, you must remove this row.
But still the users are receiving the notification.
