Allow segregation of member visibility in the Question Library

Hello,
our customer would like to authorize some HR users to create questions in question library functionality. Users should only to be able create questions for Learning Assessments subscriber in order to avoid that a Learning HR user could be able to create questions for other subscriber.
Can we give permission to create questions only for a specific subscriber?
