Is there a way to control the values showing in the Subscriber dropdown of the Questionnaires?

Summary:

We have a requirement wherein we need to control the values showing in the Subscriber dropdown of the Questionnaires. For example, if the user is for Recruiting, he will only be able to see those items in the dropdown that are related to Recruiting. If the user is for Learning, then he will only be able to see those Learning related items, etc. Is there a way to do this?
